Add the flour and mix until blended. Fold in stiffly beaten egg whites. Turn into three 8- or 9-inch can pans that have been greased, lined with wax paper and grease and flour the wax paper. Bake at 350 degrees F for 35-40 minutes. Frosting Mix all ingredients and cook in a double boiler for 15 minutes. Add a little cream to thin if it gets too thick.
